Am I right in thinking that \phi_1 is essentially the same as A if the
design is equi-replicate? If so, I do think that the criterions is
important if the treatment set is unstructured. But for designs that
are not equi-replicate, it all depends on whether they are so because
(a) not all comparisons are equally interesting
(b) some treatments have limited availability
(c) it just so happens that an unequally replicated design is better
than an equally replicated one.
