Storing (E-)optimal designs

Dear All,

Thanks to Peter D for his new version of bdtool and for 
making his automatic indexing program more general.

This has allowed me to set up the new directory v-b-k-E in our online
block design files database and to put into this directory all the
E=E_1-optimal binary connected block designs with given v,b,k>=2 and
v+b<=14.  I plan to add to this directory, and I look forward to JP's
submissions.

Proposals: Each file in the v-b-k-E directory should have content
types i, c, g and s, and if possible, a. Moreover, at least one (or
preferably all) equivalence class(es) of resolutions of each design
(when it is resolvable) should be stored. Finally, within each file,
I propose that the designs be ordered in non-decreasing order of
statistical_properties/optimality_criteria/phi_1/value.

Note: I have re-ordered each database directory of files (into lex-order)
using the latest version of Peter's indexing program.
