pydesign v0.3 -- bdstat release

The "pydesign v0.3 -- bdstat" Python package has been released.

The package is a collection of modules and applications to provide a
computational framework for working with combinatorial or statistical
designs.

This release contains the following components:

    Module ext_rep:
	Provides an API and XML based I/O operations to the External
	Representation of Block Designs.

    Module block_design:
	Provides objects to represent block designs in Python programs.

    Application bdstat:
	Computes the statistical properties of block designs as they are
	defined in the External Representation of Block Designs.

    Documentation: in PDF and HTML format.
