pydesign release candidate

Hi,

I am gearing up for the release of the "pydesign v0.3 -- bdstat"
package. The release candidate has been installed on DTRS.

Although I am still working on the documentation, you can look at it in
the making on the internal pages under the "DTRS Releases" section.
The tar-ball is not there yet, use the installed components on DTRS.
