Hadamard matrices are designs

Hi Jennifer,

You are quite right, there are pieces we are missing. If you check the "t-design 
properties" section of the external rep, you will see the statement "More 
properties will be included here." One property not currently listed is 
"Hadamard design." I believe it should be added.

We are very happy to receive suggestions for properties we have missed - indeed 
a prime purpose of our public announcement was to invite just this. Please  
examine the current external representation for block designs. It is a work in 
progress, to which we welcome suggestions. If there are indicators, properties, 
etc that you think should be there, please feel free to identify them here. Your 
help will be greatly appreciated!  JP
