preparation for publishing

As a preparation for the online publishing, I have placed two new
documents in the xml/doc/ CVS subtree.

announcement.txt

    This is the start of the document we will send out to announce the
    publication of ext-rep and invitation for public debate.

recepients.txt

    These are the addressees to whom we will send the announcement of
    the publishing of the ext-rep documentation. In particular, news
    groups, mailing lists and individuals.
    Please feel free to add entries.

Both documents should appear in your sandbox at the next cvs update.
