The ext-rep schema together with the semantical description of the
various components do not specify in details how and in what extent
the optional subtrees and/or some property values should be used.

It is important that we give guide lines in the ext-rep documentation
for these cases. At the very minimum, we should outline our related
policies, as part of the ext-rep protocol, what we follow in our
implementations of Writers.

An important example for such a policy is "precision" and we have
already covered that here, although it is not in the document yet.

Other areas (not exclusive) where we need to specify policies:

    - how far to go with <block_concurrences>

    - how far to go with <point_concurrences>
	depending whether the design is t_design or not.

In fact, these and similar things are already specified indirectly in
the Writer implementations we just need to put them into words (and long
sentences :-)

Writer implementors, please post your policies here and when they are
accepted we just move them into the documentation.
