The example is as it is because of the deadline for the beta release.

I am now working on my GAP Reader, which will read in a list of block
designs in ext rep format. I can then expand each block design to full
ext rep format for non-statistical properties, and can pass on any
statistical properties that came with the design when read in.  So, in
due course (maybe by the end of the week), I will be able to read in
your examples, and then expand them to have all (or almost all)
elements in the ext rep (so we can make complete examples).

Of course I also look forward to using my Reader for the R->GAP 
interface in our research.

At first, my reader will only read v and the list of blocks of a
block design, and will store (in ext rep format) the contents of
<statistical_properties>.

BTW, do you consider a block design with v=1 to be pairwise balanced?
